- Engineer Diploma in Electronics and Telecommunications at Polytechnic Institute of Bucharest- 1974.
- PhD diploma in Electronics – 1986.
- 1974-1990: Teaching Assistant, Faculty of Electronics and Telecommunications, Polytechnic Institute of Bucharest;
- 1990-1995: Associated Professor, Faculty of Electronics and Telecommunications, Polytechnic Institute of Bucharest;
- since 1995: Professor, Faculty of Electronics, Telecommunications and Information Technology, University “Politehnica” of Bucharest;
- since 1999: doctoral studies coordinator in Electronics Engineering, University “Politehnica” of Bucharest;
- 2003-2007: Associated Researcher at the Romanian Academy Institute for the Artificial Intelligence.
- Spoken language technology
- Microprocessor hardware and software applications
- Microcontrollers and embedded systems
- Electronic circuit simulation
- The main topics in my teaching activity are digital and analogue integrated circuits, microprocessors and speech technology.
- I was a pioneer to introduce in the Faculty of Electronics and Telecommunications curriculum a new course in the field of microprocessors and their applications: “Microprocessor Architecture” since 1982. After 2002, a new complementary course is added: “Microcontrollers”. Both courses are at bachelor level and are intended to familiarize the student with the main features of the general-purpose microprocessors and microcontrollers, CISC and RISC architectures. Intel and ARM are the prototype families.
- Since 1990 I introduced also a new course at master level: “Speech Technology”, recently renamed “Spoken Language Technology”. The methods and the devices for analysis, synthesis and recognition of the speech signal are presented. Current applications are concerned with speech coding, isolated word and continuous speech recognition, speaker verification and identification, human-computer dialogue.
- For the new curriculum topics, I organized the laboratories (hard and soft) for the application classes. My students were my collaborators in designing the syllabus of the applications.
- I am strongly encouraging the student contests in the fields of microcontrollers, embedded systems, robotics. I really believe that this kind of activities will be a real benefit for the students to apply their knowledge in the mention fields, to develop their expertise and improve their team spirit. As some examples, I mention “RoboChallenge” contest (www.robochallenge.ro) that I initiated in 2008 together wits my students, and “Freescale Race Challenge” organized in cooperation with Freescale Semiconductor Romania.
All my teaching activity takes place in the Faculty of Electronics, Telecommunications and Information Technology, University “Politehnica” of Bucharest.

“SpeeD” is concerned with research in all areas of speech technology, including speech and speaker recognition, text-to-speech synthesis, speech signal processing, natural language processing, and human-computer interaction. It is one of the most important speech research collectives in Romania, being active in the whole scale of the innovation chain, from basic research to experimental prototypes, with many significant contributions to the development of spoken language technologies in Romanian language.
- I am coordinating every two years The International Conference on Speech Technology and Human-Computer Dialogue – “SpeD”, which takes place in different major university centers of the country.
After 2000, we decided to resume the organization of a Conference in the field of spoken language technology and human-computer dialogue (the first one was organized in the 80’s years). So, it was the birth of “SpeD” (“Speech and Dialogue”) Conference, which had in 2023 the 12th edition.
Under the Aegis of the Romanian Academy, in cooperation with the European Association for Signal and Image Processing (EURASIP) and IEEE, the organizers are the Faculty of Electronics, Telecommunications and Information Technology from University “Politehnica” of Bucharest and, for each edition, another Faculty from one of the most important technical universities in the country (Bucharest, Cluj-Napoca, Iaşi, Constanţa, Braşov)
The Conference will take place every two years.
"SpeD" is bringing together academics and industry professionals from universities, government agencies and companies to present their achievements in speech technology and related fields.
"SpeD" is a conference and international forum which will reflect some of the latest tendencies in spoken language technology and human-computer dialogue research as well as some of the most recent applications in this area.
Topics of interest are: ● Speech Analysis, Representations and Models. ● Spoken Language Recognition and Understanding ● Text-to-Speech Synthesis. ● Prosody Models and Generation. ● Speech-to-Speech Translation. ● Emotions and Expressive Speech Analysis and Synthesis. ● Speaker Identification and Verification in Biometric Systems and Security. ● Spoken Language Processing in the World Wide Web. ● Voice-Based Human-Computer Interfaces. ● Speech Interface Design and Human Factors Engineering. ● Speech Interface Implementation for Embedded / Network-Based Applications. ● Natural Language Processing. ● Data Mining and Search in Spoken Documents. ● Spoken Dialogue Systems, Applications and Standards. ● Dialogue Management. ● Language Resources and Knowledge Representation in Spoken Dialogue Systems.

- I was General co-Chair of the 20th European Signal Processing Conference (EUSIPCO), August 27-31 2012, Bucharest, Romania. The main organizer was the University “Politehnica” of Bucharest (www.eusipco2012.org).
- I proposed and coordinated the European project "CAMPUS" - "Center for Advanced Research for Innovative Materials, Products and Processes".
Since 2008, as Vice-Rector of the University “Politehnica” of Bucharest, I have been concerned with the development of a new research infrastructure at the University. In 2009 we had the opportunity to apply for a European “POSCCE” funding program. I managed to set up an Advanced Research Center structure with laboratories from almost all engineering fields in the University, with the support of teams of teachers and researchers from all faculties.
The project won the national competition in the field of engineering and received funding approval in 2012. The amount of funding was initially around 15 million euros. After all the formalities to start an investment of such magnitude, we started the construction of the Center building and the endowment of the laboratories. The Center became operational in 2015.
Since 2019, the Center has become, according to the University “Carta”, a Research Institute. Thus, the first Research Institute of the University "Politehnica" of Bucharest was created, and since 2020 to 2023 I was the President. The Institute is an emblematic, green, intelligent building, on 8 levels, with an area of approximately 8,500 sqm. The building houses 43 laboratories in various engineering fields: Artificial Intelligence, Telecommunications, Optoelectronics and Dielectric and Piezoelectric Materials, Robots - Autonomous and Adaptive Systems, Nanobiomaterials, Nanotechnologies, Energy Efficiency, Monitoring and Control of Energy Systems, Innovative Equipment and Processes for Renewable Energy Conversion, Food Quality Control, etc. The endowment of the laboratories is an exceptional one, I only remember an MRI system for solids and fluids worth almost 1 million euros.
I consider that the realization of this Research Institute has, in essence, two results of maximum importance for the University: maintaining teams of young researchers at the University, a phenomenon whose magnitude has never been reached before and the creation of a common space in which the most diverse teams of researchers collaborate, again a premiere in the current academic environment.
- As elected Vice-Dean of the Faculty of Electronics, Telecommunications and Information Technology, between 1996 and 2008, I was in charge with the curricula continuous updating, especially after joining the “Bolognia system”. I was also in charge to define the strategy of the Faculty development.
- In the period 1997-2006, I was member of the team in charge with implementing a new “credit accumulation system” meant to manage the student activity evaluation in the University “Politehnica” of Bucharest and to integrate in the University “The European Credit Transferable System (ECTS)”.
- Part of this activity was concerned with some educational international projects running:
- Grant CNFIS 236 funded by World Bank:
1998-1999: Modernization and Restructuring of the Educational Process in the University “POLITEHNICA” of Bucharest.
- TEMPUS project JEP 13077/98:
2000-2002: University Management Restructuring by Credit Accumulation System – UniCAS.
- In the period 2008-2012, as elected Vice-Rector of the University “Politehnica” of Bucharest, I managed the master programs and doctoral activities. There are about 150 master programs and 15 doctoral schools in the University. I dedicated also an important amount of time to manage the doctoral and post-doctoral scholarship programs financed by the European Social Funds.
- In the period 2012-2020, I was elected as Vice-President of the University “Politehnica” of Bucharest Senate. I am in charge with the academic activity for bachelor and master programs, curricula, diploma stages, the strategy of the University and the faculties’ development.
- In the period 2020-2023 I was elected as President of “CAMPUS” - the Research Institute of University “Politehnica” of Bucharest (now National University of Science and Technology POLITEHNICA Bucharest).
